Chalinze Water Supply and Sanitation Authority (CHALIWASA) was officially declared in the Government Notice No. 376 on 30th November 2012 as a fully fledged authority. Initially it was known among the National Water Projects which was initiated by the Government of the United Republic of Tanzania in the 1980’s. CHALIWASA was established to take-over responsibilities of Chalinze Water Supply Project (CWSP) and Chalinze Water Users Association (WAMACHA - Jumuiya ya Watumiaji Maji Chalinze). The objective of the Authority is to supply water to communities in various villages of the Chalinze Township, Chalinze District and nearby villages at Bagamoyo, Kibaha and Morogoro Rural Districts.

 JOB TITTLE:  CHIEF INTERNAL AUDITOR (CIA) – 1 Post

APPOINTIG AUTHORITY: BOARD OF DIRECTORS

RESPONSIBLE TO:         MANAGING DIRECTOR

SUBORDINATES:            ASSISTANT INTERNAL AUDITOR

EMPLOYMENT STATUS

Mode of employment: The CIA shall be employed on Contract terms

KEY RESULTS AREAS

  • Head of Internal Audit Unit responsible for providing an independent appraisal of the effectiveness of financial control system and compliance with Project’s policies.
  • Prevention and detection of errors, fraud and waste. Also participating in investigative audits
  • Ensuring that payments procedures are being complied with and payments to labour and supplies are properly authorized and promptly recorded and paid.
  • Ensuring that revenue due is promptly billed and collected.
  • Ensuring that cash is properly accounted for and banked intact
  • Verifies that monthly accounting procedures are properly carried out and that accurate management information is promptly produced, in accordance with agreed procedures.
  • Ensures that the Project's financial regulations, financial accounting system, stores, purchase regulations, and staff regulations are being complied with.
  • Undertakes special investigations into areas of suspected fraud or other investigations required by the management team or Chairman of the Board.
  • Produces regular audit reports on investigations undertaken highlighting fraud, waste and operational inefficiencies and recommends appropriate action.
  • Makes recommendations for the amendment or review of the financial and staff regulations.
  • Establishes a comprehensive internal audit plans and programmers
  • Ensuring that fixed assets and stocks are properly safeguarded verified and accounted for
  • Commenting on the operational efficiency of each department/section/unit.
  • Perform any other duties as may be assigned by his/her supervisor.

PERSONAL SPECIFICATION:

Entry Requirements

  • Possession of CPA (T) or its equivalent after obtaining a degree in Bachelor of Commerce or Advanced Diploma in Accountancy.
  • In-service/Promoted and or a Certified Public Accountant with 3 years working experience as an Internal Auditor in reputable large-medium business organization.

  • Salary: According to CHALIWASA GS HI, but not below existing and current government scale.

JOB TITTLE:     PUBLIC RELATIONS OFFICER– 1 Post

APPOINTIG AUTHORITY: BOARD OF DIRECTORS

RESPONSIBLE TO:         MANAGING DIRECTOR

EMPLOYMENT STATUS

Mode of employment: The PRO shall be employed on Contract terms

KEY RESULTS AREAS

  • Performs all duties that are performed by the Public Relations Officer.
  • Keeps employees and general public informed of all relevant events and development within the Project.
  • Recommends new or amended procedures for obtaining and reporting information in areas where it is either inadequate or not available in accordance with the needs of the Project.
  • Maintains good relations with the Ministry of Water as well as other external bodies such as a Radio Tanzania, Daily News, and all private newspapers and media.
  • Ensure that the Project prepares and carries out an effective programmed of public relations with particular attention to public health education, water conservation and tariff polices.
  • Helps in arrangement of Board/workers council meetings, official and social functions.
  • Helps in making the Project's publications in News papers, radio announcements and programmers, press releases and photographs.
  • Makes all possible efforts to improve relations between the Project and its customers and the general
  • Performing any other duties as may be required by his/her supervisor

PERSONAL SPECIFICATION:

Entry Requirements

  • A holder of a degree from a recognized University or School of Journalism with at least three years working experience as journalist or Public Relations Officer in the private or public sectors.

JOB TITTLE: ICT OFFICER      – 1 Post

APPOINTIG AUTHORITY: BOARD OF DIRECTORS

REPORTS TO:                   HEAD OF ICT UNIT

EMPLOYMENT STATUS

Mode of employment: the ICT shall be employed on Contract terms.

 KEY RESULTS AREAS

  • Discharging routine matters that need not be referred to the Managing Director
  • Initiating the computer for each program in accordance with operating instructions
  • Operating the computer and taking appropriate actions as defined in the operating instructions
  • Making initial diagnosis of any malfunctioning of equipment program or media and to report on the situation to the computer operations supervisor
  • Cleaning the equipment in accordance with manufactures instructions
  • Monitoring computer output to check in for acceptability
  • Recording time and equipment utilization.
  • Develop plans, standards and guidelines for effective use and management of ICT services, equipments and digital assets
  • Identify, evaluate and recommend potential systems and technologies to strengthen the Authority capacity to enhance its internal business processes, information management, accessibility and reach to business partners and beneficiaries
  • Implement, configure, maintain and manage ICT infrastructural systems (including servers, networks and end-users computing systems)
  • Provide continuous systems monitoring, administration and management (including for communication and collaboration systems and others office productivity systems)
  • Provide day to day ICT support and troubleshooting services for workstations management, office computing, connectivity and productivity systems
  • Provide website development and technical support services
  • Administration, monitoring and technical support for SBM and Pure logic
  • Performing any other duties as may be directed by your supervisor.

Direct Entry: Degree in computer science or ICT from recognized high learning Institution and must pass the interview

  • Designing, maintaining, implementing, or improving electrical instruments, facilities, components, equipment products, or systems for industrial, commercial or domestic purposes.
  • Performing a wide range of engineering tasks by operating computer-assisted design or engineering software and equipment.
  • Conferring with customers, engineers, and others to discuss existing or potential engineering products or projects.
  • Ensuring that installation and operations conform to standards and customer requirements by preparing electrical systems specifications, technical drawings or topographical maps.
  • Establishing construction, manufacturing or installation standards or specifications by performing a wide range of detailed calculations.
